TOPICS

·        Description of the current situation regarding renewable energy projects in the N. Aegean region and of the possible investment scenarios, the potential problems and benefits from the diffusion of renewable energy in the area, the current decision-making framework, the process of evaluation and ranking and the potential for decision-making through a multi-criteria and multi-participatory tool.

·        Presentation of the FP5 research program ‘The development and Application of a Multi-Criteria Decision Analysis Tool for Renewable Energy Sources’, MCDA-RES, AM, EESD5, Part B Energy, DG-TREN.

·        VIRTUAL EXERCISE: Participants will take part in a Wind Energy scenario-building and evaluation process through a multi-criteria and multi-participatory decision tool.

CONCLUSION

 

All presentations concluded every possible dimension of Renewable Energy Projects under assessment. Each one presented from their pointed of view their involvement in situations of developing RES applications in the N. Aegean region. Representatives from Media and Non-governmental organizations were also dynamically participated in this workshop. In addition, the University of the Aegean has familiarized the stakeholders with a multi-criteria, multi-participatory decision making tool.

 

There was a strong opposition from Mr. Mpalaska during the presentation of Mr. Raptis (ILAPHO S.A.) regarding applications of small Photovoltaic systems in isolated not interconnected buildings. Mr. Mpalaskas pointed out the visual impact of those systems especially when they are implemented in churches or in buildings with traditional architecture.

 

A virtual exercise was held after the presentations using the Promethee II Multi-criteria Tool in an excel software concluding two gradual accelerating scenarios, one that could be implemented on a real wind project situation in the N. Aegean region and especially near the city of Mytilene and another imaginary windmill scenario that even concluded offshore wind turbines.

 

The purpose of this exercise was to involve all stakeholders in the decision making process rather than to make any decision, and try to reveal not only their preference but also their willingness to make small alterations to their primary decision between different scenarios in order to reach consensus through a decision making process.

 

In the first gradual accelerating scenario all stakeholders were more or less moving in the same direction regarding reaching to a common decision but in the second scenario strong opposition from the Media and Non-governmental organizations prevent the decision process to move to an accepted solution.

 

Mr. Mantzaris representative from the Municipality of Mytilene and from Aioliki S.A Municipal Enterprise emphasized on the fact that those decision making tools could be very useful and they should be concluded in any project regarding stakeholders, local people’s involvement and investment activities.
